IIS, by default will limit uploaded files to 4mb.  Follow the instructions provided from Microsoft to increase this limit:

Briefly, you must set the maxRequestLength attribute of the httpRuntime node inside the file:
C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\CONFIG\web.config.comments
