First, be sure that sqlserver.exe is listed as an exception on all firewalls. From within the Windows Firewall you can select the Exceptions tab, then Add Program. Sql Server is located in the ServiceLedger directory MSDE/.../binn.

ServiceLedger must be freely allowed to communicate on UDP ports 1434 & 60901.  If these ports are blocked, ServiceLedger will not function as designed.
